Dear Chair Muratsuchi,

I write in support of AB 1121 (Rubio).

Learning to read is the foundation for all academic learning, yet less than half of California's fourth graders are reading at grade level.  The state also trails other states in reading, with some of the nation's widest achievement gaps for English learners and low-income students. Children in California deserve better.

AB 1121 will accelerate California’s progress in teaching children to read by ensuring that all California students receive literacy training grounded in evidence-based instructional practices.  We have seen the successes in states like Mississippi, Tennessee and Louisiana, where student outcomes have improved dramatically in recent years due in part to reforms like those contained in AB 1121.

We urge your support for this important legislation.
